Federal Bureau of Prisons Design Guidelines
Buford Goff and Associates, Inc. (BGA) has developed a set of design basis
documents for Federal correctional and detention facilities including
specifications for Division 17 and drawings for Security Electronics,
Communications, and Fire Alarm Systems. The documents address the unique
electronic systems requirements of the Federal Bureau of Prisons (FBOP) and are
the result of the cooperative effort of the FBOP and BGA. These documents ensure
consistent design features and systems operation in all current FBOP facility
design and minimize design and construction costs by providing specific and
detailed instructions to the designer and, subsequently, the contractor. These
documents also address the unique requirements of a United States Penitentiary,
Federal Correctional Institution, and Federal Detention Center.
Federal Bureau of Prisons Design-Build Projects
Buford Goff and Associates, Inc. has performed the Division 17 Security
Electronics, Communications, and Fire Alarm Systems design work for a number of
Federal Correctional Institutions (FCI’s) and United States Penitentiaries
(USP’s) under the FBOP’s design-build program. Included within the engineering
responsibilities are fire alarm, perimeter security, closed circuit television,
telephone, door control and monitoring, paging, intercom, inmate duress alarms,
telephone system, structured data cabling systems, control panels, consoles, and
fiber optic cable distribution systems. These systems are integrated into a
functional security management and control system. All FCI’s have a rated
capacity of 1152 inmates plus special housing capacity. All USP’s have a rated
capacity of 960 inmates plus special housing capacity. Some of the institutions

communications systems for this 816 bed complex. The systems were updated in

distribution, fire alarm, perimeter, closed circuit television, access control,
door locking, paging, intercom, personal alarm, and security management systems.
Estimated construction cost for the project was $62 million.

United States Penitentiary - Marion, Illinois, Housing Unit Addition, Federal

This project includes the addition of two 252-cell maximum security housing
buildings to the existing USP. Buford Goff & Associates, Inc.'s responsibilities
included design and construction administration services for the security
electronics, communications, and fire alarm systems. Included within the design

control and monitoring, paging, intercom, inmate duress alarms, Sentry LAN,

cable distribution systems. These systems are integrated into a functional
security management and control system. Estimated construction cost is
$22,000,000. Estimated systems cost is $1,600,000.
Arizona
ASPC - Lewis Prison Complex - Buckeye, Arizona
This project includes six (6) adult facilities and two (2) juvenile facilities
on a common site. Total inmate capacity for the combined facilities is 4350.
Each of the six (6) adult facilities includes a facility perimeter detection
system, and the complex is bounded by a perimeter detection system. Buford Goff
& Associates, Inc. responsibilities included the planning, design, and
construction phase services for the security electronics and communications
systems. Systems included Touchscreen operator terminals, control panels, CCTV,
intercom, paging, door control, alarm monitoring, and inmate management systems.
The estimated construction cost of the security electronics and communications
systems is $6.8M. Total construction cost was $156M. This project was completed
in December 1999.
Southwest Regional Juvenile Corrections Complex - Buckeye, Arizona
Project includes a medium security facility having a capacity of approximately
180 cells and support facilities. A maximum security facility provides
approximately 60 cells as phase one with support facilities for expansion to
approximately 200 cells. Engineering responsibilities include door control and
monitoring, paging, dedicated intercom, site intercom, CCTV control consoles,
and perimeter detection systems designed as an integrated system. Estimated
construction cost is $12 million.
Maricopa County Juvenile Court Durango Facility - Phoenix, Arizona
This project was an upgrade of the security system for an existing juvenile
detention facility that included the addition of a three wing housing unit.
Engineering responsibilities included door locking and monitoring, PA/intercom,
CCTV, MATV, and personal alarm systems. This project was completed in December
2002.
Maricopa County Juvenile Court Southeast Facility - Mesa, Arizona
Project was a new 138,500 square foot juvenile court and detention facility for
the county. Project cost was $12 million. Security electronics and
communications systems included CCTV, personal alarm, door locking, access
control and PA/intercom. Completion date was October 2003.
Phoenix Facility, Arizona Department of Corrections - Phoenix, Arizona
Included within the scope of this project was the master planning of all
perimeter security, interior security and related systems for a new 1,000 bed
correctional facility.
Special Management Unit II, Arizona Department of Corrections - Florence,
Arizona
This facility is a 768 cell super maximum security facility. The construction
cost for the project is approximately $28,000,000. Buford Goff & Associates,
Inc. responsibilities included the planning, design and construction
administration services for the security electronics and communications systems.
Included within the design responsibilities are perimeter security, closed
circuit television, door control/monitoring, personal alarm, paging, intercom,
card access control, local area networks, consoles, and system integration.
Touchscreen technology was incorporated into the control system to effect a
simple but effective scheme to control and monitor systems. The touchscreen
system included provisions for entering inmate activities data, which may be
accessed by selected data terminals on the local area network.
Gila River Indian Community Criminal Facility - Sacaton, Arizona
The facility is a 120 bed, 68,000 square foot detention and law enforcement
facility on the Gila River Indian Reservation near Phoenix. Buford Goff and
Associates, Inc. responsibilities include design of the security electronics and
communications systems. Included within the design responsibilities are door
control and monitoring for pneumatic and electrically operated door locks,
intercom, personal duress alarm, paging, card access, closed circuit television
and control consoles. These systems are integrated into a functional security
management and control system. The estimated cost of the project is $15 million
with the security electronics and communications systems costs estimated to be
$760,000.
Gila River Indian Community Juvenile Detention and Rehabilitation Center -
Sacaton, Arizona
The facility is a 28,000 square foot addition to the existing 8,000 square foot
Juvenile Detention Facility on the Gila River Indian Reservation South of
Phoenix. It consists of 56 dorm beds and 10 wet cells. Buford Goff and
Associates, Inc. responsibilities include design of the security electronics and
communications systems. Included within the design responsibilities are door
control and monitoring for pneumatic operated door locks, intercom, card access,
closed circuit television and a touchscreen control console at Central Control.
These systems are integrated into a functional security management and control
system. The existing door control and monitoring system, intercom system and
CCTV system are interfaced with the new system to provide total control and
monitoring from the new Central Control location. The estimated cost of the
project is $6.9 million with the security electronics and communications systems
costs estimated to be $220,000. The estimated completion date is November, 2002.
Arizona State Prison, Eyman/Rynning Unit, Arizona Department of Administration
The 800-bed high security Rynning Unit is the second phase of the 3460-bed Eyman
Complex. Buford Goff & Associates, Inc. responsibilities include design of
security electronics and communications systems. The security electronics and
communications systems include door control and monitoring, intercom, public
address, CCTV and perimeter protection. The estimated cost of the project is $23
million.
Arizona State Prison, Tucson/Manzanita Unit, Arizona Department of
Administration
The Manzanita Unit is a 250-bed, medium security women's facility that is
adjacent the existing men's complex. Housing consists of one 58-bed and four
48-bed prototypical dormitories. Buford Goff & Associates, Inc. responsibilities
include design of security electronics and communications systems. The security
electronics and communications systems include door control and monitoring,
intercom, public address, CCTV and perimeter protection. The estimated cost of
the project is $8 million.
Arizona State Prison, Tucson/Winchester Unit, Arizona Department of
Administration
The Winchester Unit is a 400-bed, medium security substance abuse treatment
facility that is within the perimeter of the existing Tucson Prison Complex.
Housing consists of eight prototypical 50-bed dormitories. Buford Goff &
Associates, Inc. responsibilities include design of security electronics and
communications systems to meet the current needs of the facility as well as
interface with the existing systems. The security electronics and communications
systems include door control and monitoring, intercom, public address, CCTV and
perimeter protection. The estimated cost of the project is $10.2 million.
Arizona State Prison - Eyman/Meadows Unit, Arizona Department of Administration
The 840-bed medium security Meadows Unit is part of the multi-phase 3460-bed
Eyman Complex. Housing consists of eight 100-bed dormitories and one 40-bed
lock-up building. Buford Goff & Associates, Inc. responsibilities include design
of security electronics and communications systems. The security electronics and
communications systems include door control and monitoring, intercom, public
address, CCTV and perimeter protection. The estimated cost of the project is
$17.8 million.
Arizona State Prison - Winslow / Apache County, Arizona Department of
Administration
The project consisted of a new free-standing Level II, 250-bed facility.
Buildings were site adapted prototypes from other state prison complexes. Buford
Goff & Associates, Inc. responsibilities include design of security electronics
and communications systems. The security electronics and communications systems
include door control and monitoring, intercom, public address, CCTV and
perimeter protection. The estimated cost of the project is $9 million.
Arizona State Prison - Yuma/Cheyenne Unit, Arizona Department of Administration
The Cheyenne Unit is an 840-bed, first phase expansion at the Yuma prison
facility. The Cheyenne Unit is a site adaptation of the previously constructed
Eyman-Meadows Unit. Housing consists of eight 100-bed Level III prototypical
dormitories and one 40-bed lock-up building. Buford Goff & Associates, Inc.
responsibilities include design of security electronics and communications
systems. The security electronics and communications systems include door
control and monitoring, intercom, public address, CCTV and perimeter protection.
The estimated cost of the project is $14.5 million.
Arizona State Prison - Eyman / Cook Unit, Arizona Department of Administration
The 800-bed medium security Cook Unit is the third phase of the 3460-bed Eyman
Complex. Buford Goff & Associates, Inc. responsibilities include design of
security electronics and communications systems. The security electronics and
communications systems include door control and monitoring, intercom, public
address, CCTV and perimeter protection. The estimated cost of the project is $15
million.
Tucson Correctional Facility, Arizona Department of Corrections
Project was a 744 bed medium security facility. Buford Goff & Associates, Inc.'s
engineering responsibilities included perimeter security, internal
communications, closed circuit television and door locking control systems.
Winslow Correctional Facility, Arizona Department of Corrections
Project was a 500 bed medium/minimum security facility. Buford Goff &
Associates, Inc.'s engineering responsibilities included perimeter security,
internal communications, closed circuit television, and door locking control
systems.
Florence Arizona Correctional Facility
This project was part of the Arizona Department of Corrections Modernization
Program. Engineering responsibilities for the Florence facility included the
upgrading of door locking and monitoring and intercom systems.
Perryville Correctional Facility, Arizona Department of Corrections
The scope of services for the Perryville project included design of a new alarm
and control system. Redesign of the central control room provided raised floors
and new consoles. New control system multiplex panels and central processor
replaced the existing systems and interface with existing alarm initiating
devices and lighting panels. The project included an evaluation of existing
perimeter security systems and recommendations for modifications to ensure an
effective perimeter security system.
Winslow Correctional Facility, Phase II, Arizona Department of Corrections
Project was an expansion of Phase I of the Winslow Correctional Facility
Complex. Included in Phase II were housing facilities to accommodate 400
additional medium security beds. Also included are complex administration,
health, academic, and multi-purpose facilities. Planning and design
responsibilities of Buford Goff & Associates, Inc. included perimeter security,
door control, communications, closed circuit television, and control systems.
Phase II required the addition of new systems and the integration of these
systems into the existing complex.
Eyman Correctional Facility, Arizona Department of Corrections
This new 800 bed medium security facility located in Florence includes medium
security housing, segregation housing, complex administration, food service,
education, industrial, health, and complex support facilities. Buford Goff &
Associates, Inc.'s responsibilities include planning, design, and project
management services to support perimeter security, communications, door control,
closed circuit television, and control systems. Integration of these systems
supports the effective and efficient management of the facility. Construction
cost of the project is approximately $22 million.
Tucson Juvenile Facility, Rincon Expansion - Tuscon Arizona
Project is an addition of two 50 cell/100 bed housing units to a level 5 male
minors facility. Engineering responsibilities include door control & monitoring,
paging, dedicated intercom, and modifications to existing perimeter system.
Estimated facility construction cost is $5 million.
Pima County Juvenile Court Center
This project consists of the renovation of the existing 50 bed Juvenile
Detention Facility, the addition of a new 256 bed detention unit, and the
addition of a new Courts Facility. Buford Goff and Associates, Inc.'s
responsibilities include the design and construction administration
responsibilities for the Security Electronics and Communications Systems. These
systems include door control/monitoring, intercom, personal duress alarm,
paging, card access, and closed circuit television systems. The control and
monitoring system is based on touchscreen technology and includes a fiber optic
based local area network linking the 14 touchscreen terminals and their
associated file server. All systems are integrated into a functional security
management and control system. The project was completed in March of 2000 at a
cost of approximately $42,000,000. The Security Electronics and Communications
Systems costs are approximately $2,400,000.
Maricopa County Durango Jevenile Courts and Detention Facility Expansion -
Phoenix Arizona
Project includes the expansion of the existing facility by 220 beds, the
addition of new 3-story Juvenile Courts Building, and renovation of components
of the existing facility. The new construction totals 280,000 square feet.
Buford Goff & Associates, Inc. responsibilities include design of security
electronics and communications systems including door control and monitoring of
pneumatic operated devices, intercom, public address, personal alarm, MATV,
CCTV, a card access control system, and a control system consisting of a
touchscreen terminal in Central Control. Seven of the existing 20-bed housing
units are being renovated to upgrade all of the door control, intercom, public
address, personal alarm and CCTV systems to be compatible with the new systems
and to integrate with the new Central Control. Estimated construction cost is
approximately $35 million with the security electronics and communications
systems costs estimated to be $1.6 million. This project was completed in
October 2003
Maricopa County Southeast Juvenile Facility Expansion - Mesa, Arizona
Project includes the addition of a new 85,000 square foot, 120 bed detention
facility and renovation of components of an existing 17,000 square foot
detention facility. Buford Goff & Associates, Inc. responsibilities include
design of security electronics and communications systems including door control
and monitoring of pneumatic and electrically operated devices, intercom, public
address, personal alarm, MATV, CCTV, a card access system, and a control system
consisting of 2 touchscreen terminals connected through a building-wide local
area network. The personal alarm system in the existing housing units is being
upgraded to be compatible with the new system. Estimated construction cost is
approximately $17 million with the security electronics and communications
systems costs estimated to be $900 thousand. This project is scheduled to be
completed in August 2003.
Maricopa County Durango Juvenile Residential Treatment Center - Phoenix, Arizona
Project includes the addition of a new 40,000 square foot, 48 bed treatment
facility. Buford Goff & Associates, Inc. responsibilities include design of
security electronics and communications systems including door control and
monitoring of electrically operated devices, window monitoring, intercom, and a
card access system. Estimated construction cost is approximately $5 million with
the security electronics and communications systems costs estimated to be $101
thousand. The project is scheduled to be completed in November, 2002.
Maricopa County Fourth Avenue Jail - Phoenix, Arizona

and a basement on one full city block in downtown Phoenix. The facility consists
of 1360 maximum security beds including a 144-bed “super max” Special Management
Unit. Buford Goff & Associates, Inc. responsibilities include design of security
electronics and communications systems including door control and monitoring of
pneumatic operated devices, intercom, public address, MATV, CCTV, an access
control system utilizing biometric iris scan and card readers, and a control
system consisting of 35 touchscreen terminals connected through a building-wide
local area network. BGA also designed the distributed antenna system providing
800 MHz radio coverage throughout the facility. The estimated cost of the

Union County Law Enforcement Complex, Arkansas
This law enforcement complex included a detention component, courts facilities,

The project was a 2,000 bed women's institution for which Buford Goff &
Associates, Inc. provided technical support for security electronics and
communications systems. Total estimated costs for the facility is $142 million.
Included in the project are housing facilities for 1,600 general population
inmates, 300 reception center inmates, and 100 special population inmates. The
responsibilities of Buford Goff & Associates, Inc. included technical support in

Rio Consumers Correctional Facility - Elk Grove, California
This project reviewed the perimeter security system and a technical assistance
report (NIC TA 86-3271) was generated which outlined recommendations for

total of 160,000 SF. The facility includes intake and booking, an enclosed

Butler County Jail - El Dorado, Kansas
The 71,640 square foot, 112-bed facility is designed to house inmates of all
classifications. Accommodations have been incorporated into the design to permit
the future addition of a separate work release area and to permit double bunking
of cells. In a full capacity, double-bunked situation, the facility could
accommodate 284 inmates. The facility also provides space for administration,
food service, laundry and medical services. Security systems include
PA/intercom, door locking, personal duress alarms, metal detection and CCTV
systems. The electronic security systems for the project totaled approximately
$800,000 and the project cost was approximately $15 million. Construction of
this project was completed in March 2003.
Butler County Courthouse - El Dorado, Kansas
This two-story, 50,200 square foot courts complex includes four courtrooms, two
hearing rooms, District Attorney, Court Services, Clerk of the District Court,
Sheriff's offices and El Dorado Police offices. Engineering responsibilities
included the design and implementation of PA/intercom, card access, door
locking, duress and CCTV systems. Total project cost was approximately $10
million. Construction was completed in July 2004.
225-Bed Combined Maximum Security/Classification Facility - Topeka, Kansas
This project for the Kansas Juvenile Justice Authority is a 225-bed, 238,000
square foot maximum security and classification facility. Engineering
responsibilities included the design and implementation of PA/intercom, card
access, door locking, CCTV, digital video recording, personal alarm and
television signal distribution systems. The Security Monitoring and Control
System utilized two redundant touchscreen stations in Central Control and 30
control panels throughout the remainder of the facility. The security
electronics systems totaled approximately $2.5 million and the project cost was
approximately $36 million. This project was completed in January 2003.
El Dorado Reception and Diagnostic Unit
This project consists of the addition of two 70 cell maximum security housing
buildings. Security electronics and communications systems provided include door
control and monitoring, intercom, paging, and CCTV. The project construction
cost was $14M and the security electronics systems cost was $700,000. The
project was completed in March 2001.
El Dorado Prison – Security Electronics Upgrades - El Dorado, Kansas
This project replaced the original proprietary security management system with a
PLC based touchscreen system that communicates on a fiber optic backbone. The
original system never operated properly. The new system is primarily for
monitoring of panic alarms and door alarms, but also provided a means of remote
emergency release for the housing units and the ability to disable and restore
control to the housing control and monitoring panels. The system cost was
approximately $200K and was completed in April 2002. The system now operates
reliably and has an effective and efficient operator interface. The system also
has the capability to be expanded with minimal modifications.
Douglas County Jail - Lawrence, Kansas
This 160-bed direct supervision facility consists of housing for work-release,
women, minimum-security, medium-security and maximum-security offenders. In
addition, the facility has a courtroom, an intake/release area, kitchen, support
services and administrative spaces. The electronic security control and
monitoring system includes six touchscreen terminals and three control panels.
Central Control is capable of taking over control of the entire facility. The
electronic security and communications systems include door control, intercom,
personal; alarm, card access, CCTV, MATV and metal detectors. Special courtroom
audio and security systems were controlled from the judge’s bench with takeover
control from Central Control. This $18 million facility contained $1.13 million
of security systems. Construction began in July 1997 and was completed in
September 1999.
Sedgwick County Juvenile Detention Facility - Wichita, Kansas

Larned State Hospital – Isaac Ray Building - Larned, Kansas
The Isaac Ray security hospital houses 250 patients in a secure detention
environment for evaluation and treatment. A portion of the facility is used for

Suffolk County House of Correction - Boston, Massachusetts
The Suffolk County House of Correction is an 828 bed minimum, medium, and
maximum security facility located in South Boston, Massachusetts. The direct
supervision facility consists of seven buildings, including an 11-story,
high-rise tower. Movement control within the institution is facilitated by the
use of integrated door control and monitoring, card access, closed circuit
television, and intercom/paging systems. Control of vertical movement through
the tower's five elevators is addressed through an interface of the elevator
controls and the card access system. A taut-wire detection system protects the
building parapets and perimeter wall. This facility was developed through a
design-build competition for the Commonwealth of Massachusetts.
Shirley Correctional Facility, Massachusetts
This project is a 1200 bed maximum security correctional facility employing the
design-build delivery method. Total building area is approximately 530,000
square feet. Buford Goff & Associates, Inc. as a member of the design-build team

Minnesota Correctional Facility - Rush City, Minessota
This facility for the State of Minnesota provided 640 close custody beds in four
housing units, as well as medical, recreational, educational, vocational and
administrative support spaces. Accommodations were also made for two future
135-bed units. The electronic security systems for the facility included 11
touchscreen operator terminals and 6 control panels, door control, intercom,
paging, personal duress alarm, card access, closed-circuit television, vehicle
detectors, uninterruptible power systems, television signal distribution,
perimeter security and digital video recording systems. For the facility’s
perimeter security system, Buford Goff & Associates, Inc. designed a “hybrid”
fence detection/taut wire system due to the severe environmental conditions at
the site and construction budget constraints for the facility. The digital video
recording system provided 30-day storage for images from nearly 300 CCTV
cameras. Three video review stations were provided for investigators’ use. The
total project cost was approximately $70 million and the cost of the electronic
security systems was approximately $4.5 million.
Stearns County Law Enforcement Center - St. Cloud, Minnesota
This Law Enforcement Center is a three-story, 110 bed facility with door locking
and monitoring, PA/intercom, CCTV, motion detection and card access. Installed
security electronics and communications systems costs were approximately
$500,000.
MCF Stillwater – Perimeter System Upgrades
This project included upgrading the watchtowers and perimeter walls along with
providing a new tautwire perimeter detection system near the top of the
perimeter wall. The system also included fixed and pan/tilt/zoom cameras with
video switching coordinated with the perimeter alarms. A digital video recording
system was provided for storing video events. The entire project cost was
approximately $4M and the security electronics systems cost was $1.2M.

Lovelock Correctional Center, Phase II, Nevada Department of Prisons
Phase II of the Lovelock facility is a 1130 bed addition to an existing 750 bed
facility. Buford Goff & Associates, Inc. responsibilities include design of
security electronics and communications systems to meet the current needs of the
facility as well as interface with the existing systems. The security
electronics and communications systems include door control and monitoring,
intercom, public address, MATV and control consoles. The estimated cost of the
project is $25 million.
Reno/Sparks/Washoe Consolidated Law Enforcement Complex - Nevada
Project was a consolidated law enforcement facility serving Washoe County and
the cities of Reno and Sparks. Buford Goff & Associates, Inc.'s responsibilities
included perimeter security, internal communications, closed circuit television,
door locking control, and access control for this 600 bed detention facility
employing direct supervision management.
Lovelock Correctional Institution, Phase I, Nevada Department of Prisons
The Lovelock facility is a 750 bed medium security facility. Engineering
services included the design and development of alarm reporting, CCTV,
PA/intercom, door locking and monitoring, metal detection and MATV systems.
Estimated construction cost for the project was $34 million.
Clark County Detention Center Expansion - Las Vegas, Nevada
The scope of the project includes a major expansion of an existing detention
center which was originally constructed in the early 1980's. The project
includes expansion of the inmate capacity from approximately 1300 to
approximately 2600 inmates. The existing complex is a high-rise type facility
and the expansion includes a high-rise tower connected to the existing structure
via a mid-rise component. An underground connector links the detention center to
the holding area of the new high-rise Clark County Regional Justice Center.
Engineering responsibilities of Buford Goff & Associates, Inc. (BGA) included an
inventory and analysis of existing facility security electronic and
communication systems and design of a totally integrated security and
communication system to support the new complex. A major component included
relocation and reconfiguration of Central Control to facilitate new technologies
and the integration of the existing facility and new facility operations into an
efficient operational center. A significant influence on the facility design and
selection of technologies was a requirement to effect visitation via video/audio
technology. Approximately 260 inmate visitation stations link to a visitors
center which supports approximately 64 simultaneous visitations. Systems for
which BGA had engineering responsibility included video visitation, intercom,
CCTV, duress alarms, door control/monitoring, touchscreen controls, paging
systems, elevator control interfaces, MATV distribution, officer briefing video
system, R.F. distributed antenna system, inmate call systems, and portable
control systems for selected inmate housing units. The approximate construction
cost of the security electronics and communication systems was $5.8M. This
project was completed in November 2002.
New Jersey
New Jersey Perimeter System Upgrades
The purpose of this project is to provide security electronic detection systems
on the secure perimeter of up to ten facilities. Other systems include door
control, intercom, and CCTV has required to provide effective and secure
perimeter sally ports. The project team includes an architectural firm to
address physical protection upgrades including fencing, sally ports, and walls
and an electrical engineering firm to address perimeter lighting upgrades. Close
coordination of the various team disciplines is required to ensure effective
integration of security electronics with physical protection facilities and
lighting systems. The perimeter electronics detection systems will interface
with the perimeter lighting to switch on additional lighting in alarmed zones.
The existing conditions on each site represent unique challenges including
vehicle access, staff and visitor access, perimeter geometry, and intersections
of the perimeter fence with building walls. The estimated construction costs are
$2 Million to $5 Million for each site.
New York
Niagara County Jail, Onondaga County - Lockport, New York
This 224-bed direct supervision facility consists of housing, booking, medical,
support and administrative spaces. This $19 million project contains
approximately $1.1 million of security electronics and communications systems.
The electronic security control and monitoring system utilizes 8 touchscreen
terminals and 3 control panels. Unit Control is capable of taking control of the
housing pods, and Master Control is capable of taking over control of the entire
facility. The electronic security and communications systems include door
control, intercom, personal alarm, card access, CCTV, guard tour and MATV.
Onondaga County Jail, Onondaga County - Syracuse, New York
This project is a 628 bed facility housing all levels of custody, including
females and minors. This $52 million project contains approximately $2.3 million
of security electronics and communications systems. The security systems used
include a touchscreen control and monitoring system, door control, closed
circuit television, intercom and paging card access, guard tour, ultrasonic
personal alarm, and inmate television. Central Control contains two redundant
touchscreen control stations that also have the option of track-ball operation.
Rikers Island Master Plan - New York
This project created a master plan for future development of the site to
construct and renovate detention facilities and support facilities on Rikers
Island in New York City. Services provided by Buford Goff and Associates, Inc.
included surveying the condition of existing detection systems associated with
the perimeter fences and security electronics and communications systems located
in all of the existing facilities. In addition, input related to security
electronics and communications systems was provided for the master plan to
optimize the security and operation of the site.
Rikers Island GRVC Facility - New York, New York
This Design-Build, Fast-Track project included the addition of 500 cells to an
existing medium security facility within the Rikers Island Complex. Interim
security measures were required to isolate the new construction area from the
operational component. This was a dynamic situation such that during the
construction period boundaries were modified several times. Existing electronic
perimeter detection systems were modified to effect temporary security
facilities and reconfigured for the final configuration. Security consultant was
responsible for the planning and design of all security electronics and
communication systems including perimeter systems. Systems were integrated into
the existing facility systems and integrated into the existing Master Control
Center supporting all facilities within the Rikers Island Complex. The
construction cost for the security electronics systems is approximately $7M.

North Carolina
Charlotte/Mecklenburg Police Facility - Charlotte, North Carolina
Buford Goff & Associates, Inc. responsibilities for this consolidated police
facility include planning and design of the security electronics and
communications systems. Included is the central communications center which
provides "911" and radio dispatch services incorporating computer aided dispatch
systems. Buford Goff & Associates, Inc. responsibilities also include microwave
communication links, fiber optic interfaces to county wide networks, video
systems for conference networks, 800 MHz trunking systems interface, building
integrated cabling systems for voice and data, and telecommunications systems.
North Carolina Central Prison Regional Medical Center
This project is a health care facility within the secure perimeter of Central
Prison in Raleigh, NC. Central Prison is a maximum security facility for the
North Carolina Department of Corrections. The $32M hospital is a 1,240 bed, six
story facility that is part of an overall $58M project that also includes
kitchen, master control, and utility plant upgrades. Buford Goff & Associates,
Inc responsibilities include touchscreen, door control, remote elevator control,
intercom, CCTV, personal alarm, access control, MATV, and public address. The
door control system interfaces to the pneumatic door system. Security electronic
systems costs is estimated to be $2.1M. This project is scheduled to be
completed in February 2007.
Central Prison Mental Heath Facilities
This project included significant new construction, renovation, and upgrades to
NC DOC’s Central Prison that is the agency’s highest classification maximum
security facility. Security electronics systems include graphic video interfaces
(touchscreen), door control, intercom, CCTV, access control, digital video
recording, personal alarm, and elevator control. The estimated value of the
security electronics systems is $8.7M. The scope of the project included the

Ohio Department of Youth Services Secure Facility
Project is a 250 bed secure youth facility including administration, support
education, housing and training facilities. Responsibilities of Buford Goff &
Associates, Inc. (BGA) include the planning, design, and construction phase
services for the security electronics and communications systems. The security
electronics system includes 15 touchscreen terminals. The estimated facility
construction cost was $32 million, and the estimated completion date was June
2000.
Youngstown Maximum Security Prison - State of Ohio
This was a 500-bed super maximum facility for which Buford Goff & Associates,
Inc. provided planning, design and construction supervision services for the
electronic security electronics and communications systems. A touchscreen
terminal network provided the backbone for the security system and
electronically recorded all system activity. Systems included electronic
perimeter detection, door control and monitoring, intercom, personal duress
alarms, closed circuit television, paging, site-wide intercommunications, motion
detection, lighting and water control, television signal distribution, alarm
monitoring, and an inmate data management and tracking system. The construction
cost for the project was approximately $40 million.
Oregon
Snake River Correctional Institution, Phase I, Oregon Department of Corrections
- Ontario, Oregon
The initial phase of this 3,000 bed facility is the design, planning, and
construction of a 550 bed complex. Security electronics and communications
systems planning and engineering is being provided to support the initial 648
bed construction phase and the final 3,000 bed capacity. Systems include
electronic perimeter detection, closed circuit television, access control, door
locking control, metal detection, paging, intercom, and personal alarm. The
estimated cost for phase one is $34 million.
Snake River Correctional Institution, Phase II, Oregon Department of Corrections
- Ontario, Oregon
Phase II of the Snake River Correctional Institution provides 2,350 new beds
with related support areas as well as new support areas for the 618 existing
beds. Buford Goff & Associates, Inc. responsibilities include design of security
electronics and communications systems to meet the current needs of the facility
as well as interface with the existing systems. The security electronics and
communications systems include door control and monitoring of pneumatic and
electrically operated devices, intercom, public address, MATV, CCTV, personal
alarm, card access, audio distribution and touchscreen controls. The project
also includes the expansion and renovation of the existing 2000 linear foot
electronic perimeter security system to an 8000 linear foot system utilizing
dual technology sensors. The estimated cost of the project is $140 million with
the security electronics and communications systems costs estimated to be $7
million.
Two Rivers Correctional Facility, Oregon Department of Corrections - Umatilla,
Oregon
This facility is a new 1632-bed, direct supervision medium security correctional
institution. The facility consists of fourteen medium security housing units
containing 96 inmates in 58 cells, a 176-bed segregations housing unit, a 16-bed
medical unit, and a 96-bed minimum security housing unit. Buford Goff &
Associates, Inc. responsibilities include design of security electronics and
communications systems including door control and monitoring of pneumatic
operated devices, intercom, public address, MATV, CCTV, an access control system
utilizing biometric hand geometry readers, audio distribution, and automatic
inmate count system utilizing biometric hand geometry readers, and a control
system consisting of 13 touchscreen terminals and 18 control panels connected
through a fiber-optic based network. The project also includes a 3600 linear
foot electronic perimeter security system utilizing dual technology sensors and
CCTV assessment. The cost of the project was $120 million with the security
electronics and communications systems costing $8.75 million. The project was
completed in February 2000.
Pennsylvania
Curran-Fromhold Correctional Facility - Philadelphia, Pennsylvania
This was a 2000 bed, $97 million facility located in the city of northeast
Philadelphia which was completed in November 1995. The facility consists of four
(4) housing buildings each consisting of two levels with 4 direct supervision
"pods" on each level. Each pod contains 32 cells for a total of 1024 cells in
the facility. Associated support facilities included intake and booking,
administration, food services, education, vocational and inmate industries.
Security electronics and communications systems costs are estimated at
$4,800,000 and included grounding and surge protection, door control systems,
programmable logic controllers, closed circuit television system, site
intercommunications system, dedicated intercom and general paging, membrane
switch control panels, security management system (including card access),
security metal detectors, master antenna television system, vehicle detectors,
electrical and elevator control interfaces and uninterruptible power systems.
State of Pennsylvania State Correctional Institution Prototypical Design
This project developed prototypical design basis plans and specifications for
1000 cell medium and maximum security prisons. The documents represent a level
of detail consistent with typical design development documents. Buford Goff &
Associates, Inc. designed the integrated security electronics and communications
systems including perimeter electronics, door control, dedicated intercom, site
intercom, public address, personal alarm, closed circuit television, card access

Kirkland Institution, South Carolina Department of Corrections

Project included the design of a video surveillance system to monitor cells
within a maximum security component of the facility.

Buford Goff & Associates, Inc. (BGA) responsibilities included the planning,
design and construction administration services for a multi-campus (3) CCTV
system. The project included approximately 150 CCTV cameras, digital video
recorders (DVR) and a central monitoring and control center for each campus.
Each campus system included a site-wide fiber optics system for linking of the

Tennessee
Tennessee Department of Correction Multiple Facilities
Project included planning, design, and construction administration services for
electronic perimeter system upgrades at six (6) facilities. Facilities included
the Northeast Correctional Complex, Northwest Correctional Complex, West
Tennessee State Penitentiary (Site 2 and Site 3), Turney Center Industrial
Prison, and DeBerry Special Needs facility. Upgrades included electronic
perimeter detection systems, monitoring and control systems, and fence
modifications. The project cost was approximately $7.5M.
Tennessee Department of Correction, Riverbend Maximum Security Institution
Projects included planning, design and construction administration services for
security electronic systems upgrades. System upgrades included the electronic
perimeter detection system perimeter monitoring and control system. Building
system upgrades included a new site fiber optic cable system, CCTV, intercom,
paging, duress alarm, door control, monitoring/control system and operator
terminals. The cost for the upgrades is estimated to be approximately $4M.
Texas
Texas High Security Prototype
Buford Goff & Associates, Inc. (BGA) was responsible for the planning and design
of the security electronics and communications systems for the prototype
facility which is planned to be implemented at nine (9) sites. The prototype
facility is a 660 cell facility which is the basic unit to support an 8000 bed
expansion. The design of systems by BGA introduced programmable logic
controllers with Touchscreen operator terminals to effect staffing flexibility,
efficiency and enhanced security. Other systems integrated into the facility
were CCTV, biometric identification units, intercom, perimeter surveillance and
MATV/FM distribution systems. The security electronics and communications
systems construction cost was approximately $2.6 million for the prototype unit.
This cost excludes a taut wire fence system furnished by the owner.

Greensville Multiple Facility Complex, Virginia Department of Corrections
Project was a 1,700 bed, three (3) facility, medium security complex.
Engineering responsibilities included perimeter security, internal
communications, closed circuit television, door locking control systems,
personal alarm systems and access control systems. Estimated total construction
cost was $80 million.

This project was a vertical high rise direct supervision type detention facility

Maplehurst Correctional Facility - Ontario, Canada
This project is medium and maximum security correctional facility utilizing the

nurse call, and perimeter detection. This project is approximately $62M total
construction with fire alarm and security electronics systems cost of $6.3M.
Buford Goff and Associates, Inc.'s (BGA) role was to review shop drawings for
compliance with the RFP documents defining security electronics systems. BGA
also served in an advisory role related to the design and installation of the
security electronics systems and interpretation of RFP discrepancies.
Adult Correctional Facility, Saipan, Commonwealth of the Northern Mariana
Islands
This project is a pre-trial detention facility having a capacity of
approximately 344 beds. Cells and dormitory spaces are included within the
facility. Buford Goff & Associates, Inc. engineering responsibilities included
the planning, design and construction administration services for the security
electronics and communications systems. Systems include, but are not limited to
door control and monitoring, closed circuit television, intercom, paging, duress
alarm, watchtower, Touchscreen operator positions, and security local area

system to support the security objectives of the facility.
Carcel Nacional de Marhuanta - Estado Bolivar, Venezuela
This project is a correctional facility having a campus configuration with an
initial bedspace configuration for approximately 800 beds. Facilities are
included for minimum, medium and maximum custody levels. The project delivery
process employed the design-build process. Buford Goff & Associates, Inc.
responsibilities included the planning, design and construction administration
phase services for security electronics and communications systems. Systems
include, but are not limited to door control and monitoring, closed circuit
television, digital video recording, intercom, paging, duress alarms, watch
tour, Touchscreen operator stations, security systems local area networks and
perimeter electronic detection and alarm systems. These systems are integrated
into an efficient and effective system to enhance the security effectiveness of
the systems to support the security objectives of the facility.
Singapore Changi Complex, Singapore
Buford Goff & Associates, Inc. provided the planning and design of the facility
through the Design Development Phase of the project. The project was a
significant project in scope as related to the capacity of the system, phasing
of facility elements and the development of the types and configurations of
security electronic systems to support the mission of the facility. This project
was the first “modern” correctional facility to be implemented in Singapore and
therefore required substantial engineering effort in development and application
of modern security technology. Details of specific systems and the application
